Bernhard Kluttig studied law in Halle/Saale (Germany) and Birmingham (United Kingdom), and subsequently completed a master's degree in International Business Law. After positions as a research associate, project manager, and lawyer specializing in European and international trade law, he transitioned in 2008 to the Federal Ministry for Economic Affairs and Climate Action. There, he worked in the Department of Economic Policy (I), focusing on consumer policy, unfair competition, financial market regulation, federal holdings, and transportation policy. Subsequently, he headed the department for federal holdings as well as the project group for recapitalization within the framework of the Economic Stabilization Fund (ESF). His career at the Federal Ministry for Economic Affairs and Climate Action led him in January 2022 to the position of Head of the Industry Policy Department (IV). In 2023, he was appointed State Secretary, with responsibilities for the Departments of European Policy (E), Economic Policy (I), and Small and Medium-sized Enterprises Policy (VII). Since June 2025, he has been the head of the Department for Economic Stabilization, Energy Security, Gas, and Hydrogen Infrastructure (WE).
